The Windows OS should provide all of the software you need to safely remove an external USB hard drive; you should not need any additional software to accomplish this on XP or newer OS. Before XP external drives often included specialized software for this purpose.
While it is true that having applications running which are using the file system on the external drive will interfere with "safely remove" of the drive, that is apparently not always the case - in fact it appears that on occasion the OS initiates connection with the external drive which is hidden from the user and is not related to any user application. This may be for write caching, or other purposes.
You can test this by using the Windows Task Manager to verify that all user applications have been closed; then try the "safely remove" function. If the OS returns a message saying the drive is in use, then it must be the OS itself that is using the drive.
Since such use of the external drive is probably temporary, it may be safe to simply remove the drive - but I do not. At least, if you are going to do this, disable the write cashing function for the drive first. Do this for the drive by going to properties, then the "Policies" tab, then select "optimize for quick removal" instead of "optimize for performance". Read the descriptions of the two options carefully; they will help you to understand the issue better.
